Have you mapped the extension you want to use with Ruby in your cgi programs
into Ruby itself.  There is an extension mapper in IIS.  EXE's (C++ and
Delphi) do not need to be mapped because they run as EXE's.  Anything else
needs to be mapped so that IIS needs to know how to run the ruby script.
Also, in the registry you need to make the same mapping under W3 services.
