Have you seen XUL from the Mozilla project? It has it's differences with
DML (which is what I think you were really talking about when you
mentioned a cross-platform GUI engine, but correct me if I'm wrong) but
like DML, XUL is composed of a file which contains XML and JavaScript
callbacks to XPCOM functions in the Gecko engine. The interface to
Mozilla (and by extension, Netscape 6.x) is acutally written in XUL.
That also explains it's sluggishness on slow machines... it's parsing a
LOT of XML there. :) 

If there were Ruby bindings for XPCOM, it _might_ be possible to use XUL
to create GUI's wherever Mozilla could run. But I'm not sure...
