You may have a look at Ruby/DBI's module XMLFormatter. It lets you 
easily create XML documents from a SQL query:

DBI.connect(...) do | dbh |
  rows = dbh.select_all("SELECT * FROM ....")  
  DBI::Utils::XMLFormatter.table(rows, "rows", "row", $stdout)
  # there is more fine grained control with 
  # methods row and extended_row
end
