Maybe I'm missing something obvious, but I think you've been using
Visual Basic too much :-)

FLTK is a graphical user interface library (GUI) and not a "kitchen
sink" like the total library of Visual Basic.

The Win32API bindings are probably a more helpful place to start
looking.
