Subject: [ANN] Ruby WX 0.1.4

Now with a rudimentary to_s method. (still missing sky and present 
weather information, and not very smart about things like calm wind, and 
of course the RMK field is uninterpreted)

Also added METAR#raw and METAR#relative_humidity
