I don't know about variable declaration as the solution, but this is
definitely a real problem in Ruby right now.  Is there anything in Ruby
Garden that solves this ambiguity?

I would rather have the option to require declaration of all variables.

It stops these problems right away.  And if it's an option you like in vb
you dont have to use ( although I always do)
