In the mean time, you can circumvent this for your own gems like this:

  begin
    require 'hoe'
  rescue LoadError
    # replacement tasks, if any
  else
    hoe = Hoe.new(...) do |p|
      p.extra_deps = []   # or only your deps.
    end
  end

I request to keep this behavior, intentional or not.
