Well, RUBY_PLATFORM means a target platform.

More precisely, RUBY_PLATFORM should be "the platform on which Ruby is
compiled to run".

Use `uname -s` for running OS, `uname -r` for the version, and `uname -p`
for the processor.  It's available on HP-UX.
