There should be no problem with DLL compatibility. While people are using those MingW, cygwin etc they build their problems. Regard Windows as a huge expensive library set like Tk or FOX. Thus why should one use a library between Ruby code and another library? Moreover, I like Ruby because of its ability to include foreign things organically. I.e. Python modules, or Windows API. That's why I offered to take a look at my W2K library which demostrates theese features. Microsoft pays much attention to compatibility issues. My Windows 3.1 applications work fine on Windows XP (with "skins"). The only non-conflict way is to use Windows directly. They say, Windows API is not good, Windows application's code is huge... But I say it was object-oriented at its foundation and it is object-oriented for now. We should use it right. http://disainis.utnet.ru/w2k/w2k.html (some days ago a CPU had melted itself. That was why people could not reach the files. I replaces the processor).
