Subject: Can't get ActiveSupport::Multibyte going

I've tried a few options but none of them have worked. Rather than  
describe symptoms, I'll ask: I'm not using Rails but I want to try  
out ActiveSupport:Multibyte.  What's the right way to get that  
installed & working?
