Just done the same yesterday :)

Assuming you've installed Ruby with the Windows-Installer...
All you need is either ruby.exe or rubyw.exe (or you build your own .exe
that calls your Ruby program), the two DLL's in the same directory (libcygwin libruby...)
and the \lib directory. Of course you don't need all files from the \lib directory, only
those you're really using.
