At this point I got disgusted.  I deleted CygWin from my hard 
disk (the wrong way, as it turned out) and then reinstalled from 
scratch.

Now the original program works properly.

So the problem was a corrupt CygWin installation.  Why this 
should affect ruby when being run from dos, I don't know (the 
ruby install has it's own copy of the cygwin dll, and I didn't 
touch that).

I still can't build the new 1.6.5, but that seems to be a 
separate problem (with dllwrap).  And I didn't try to build the 
older ones, so perhaps this isn't anything new.  (I have 
problems with building many of the *.tar files.  I don't know 
why... they work well on my Linux box at home.  :-) )
