You will probably like to use the 1_step_windows_installer by Dave &
Andy. The current version is 1.6.4.3 (That is Ruby 1.6.4, 3rd installer
version):

This worked pretty well for my machine @ home (win98, too). 
Furthermore Dave & Andy published the 'pickaxe book' (aka "Programming
Ruby") which is available online:

Well, most parts of it. BTW, the book is part of the Win installer kit,
so if you chose to use the win installer you'll get the book anyway.
