It has changed in 1.9.

  p Foo::const_defined?(:Bar) 	     #=> true

  p Foo::const_get(:Bar)      	     #=> Bar

  p Foo::const_defined?(:Bar, false) #=> false

  p Foo::const_get(:Bar, false)      #=> missing konst Bar
