why do u need to setup proxy  with gem?
for installation of packages. and your system is probalby behine a
proxy server

if so then this may work for u( Linux /UNIX system assumed)

$http_proxy=http://proxy.address:port/
$HTTP_PTOXY=http://proxy.address:port/
$export http_proxy
$export HTTP_PROXY
$gem install rake --include-dependencies
