You can put this in your .irbrc:

def dump_history(file=nil)
   if file
     File.open(file, "w") do |f|
       f.puts IRB::ReadlineInputMethod::HISTORY.to_a
     end
   else
     puts IRB::ReadlineInputMethod::HISTORY.to_a
   end
end
