I think that's a good idea have the request joining the cookies, get
and post vars with an order that can be specified at instatiation time
like PHP, because most of the time we don't worry if the data comes
from cookie, get or post and if in some point we need know the source
they is still there is only ask like:

cgi.request.get.has_key?('ammount')
or
cgi.request.post.has_key?('ammount')

or even better :

cgi.request.source('ammount') # returns cookie, get, post, env ,...
