I have recently been involved in learning the available GUIs. 
And trying to implement the same project in each.  I wanted
consistent behaviour on both Windows and Linux. I believe that
"best" is a subjective judgement. Why "except" Tcl/Tk?
Personally, after these explorations, I have returned to Tcl/Tk
with a new appreciation for its stability and ease of use.  True,
there are contenders out there, but for my purposes none are
ready for prime time.  BTW, this subject has recently been beat
to death here.  Perhaps you should examine the NG archives.
