Except that Netscape 4 won't read/use the css file if the user has
disabled Javascript.

So if you want a page to look ok in most of the current browsers with
the normal settings, I for example usually browse with Javascript
disabled, you'll either have to not use css or have fallbacks in the html
code which makes the use of css almost pointless and you end up with
having two places to update instead of just one if you change anything layout
related.

yeah, but they should in my opinion support both and then the user of
the library can him/herself choose which one to use, "normal" html or html 
with css, depending on the targeted group and the browsers they are
likely to use.
