The possible design decision was either

 (a) directly output the HTML content
 (b) generate string object step by step

And the author chose the latter.

To tell the truth, I see some drawback in cgi.rb, for example, too
much use of eval() prevent inheritance from CGI class.  If someone wants
to write next generation CGI library, I would encourage him.
