If you ask me it is a good idea to create Ruby newsgroup but you
should make sure that you know the amount of work waiting for you if
you try to create a group under the general "de" hierarchie.

Note that creating groups under the "de.alt" hierarchie is much less
work and "de.alt.ruby" were quite a handy name.
