thinking on this a bit more i think this is the defining feature of closures:
they represent an entry for symbol lookup in which all variables are either
uniquely defined or undefined.  that is to say that 'a' can exist in many
closures and each may refer to a different, the same, or no thing.  the
things, however, can move and be added and removed from each closure.
