Assuming ruby is on your path (typically C:\Ruby\bin), and that
option "ExecCGI" has been enabled in the cgi-bin directory, the
following works fine:

#!ruby
print "Content-type: text/html\r\n\r\n"
print "<html><body>Hello World!</body></html>\r\n"

Just don't forget that 1st shebang line.
