Why not something like (untested):

module YabbaDabbaDo
   def self.const_missing(name)
     if name == :TODO
       raise "YabbaDabbaDon't!"
     else
       super(name)
     end
   end
end

class Foo
   include YabbaDabbaDo
   def bar
     TODO
   end
end

Best of both worlds :-)
