i didn't have exactly the same prob nor make use of win* however, in =20
my case removing the gems cache did the trick.

it is located in GEM_HOME :

~%> ls $GEM_HOME
cache           doc             gems            source_cache    =20
specifications

~%> ls $GEM_HOME/cache
cmdparse-2.0.2.gem
