i've found a workover :

download onto Desktop
install using :

sudo gem install /path/to/desktop/The.gem

u'r workover did the job :

 > sudo gem install cmdparse
Bulk updating Gem source index for: http://gems.rubyforge.org
Successfully installed cmdparse-2.0.2
Installing ri documentation for cmdparse-2.0.2...
Installing RDoc documentation for cmdparse-2.0.2...
