Perl, Python, and Ruby don't have it b/c they can create new tuple types on the fly to hold SQL query values. And embedded SQL is a nightmare for readability. Table as a built-in type is interesting, but only if it is written correctly. The product of any select or JOIN is another, virtual, Table -- but this is not something the WebLogics of the world have available to them. But for the sake of laziness, there aren't many methods on a Table type, so why bother?
