For UTF-8 which hopefully will rule the world soon, the worst libraries i have seen are trying to do this. But it is not the intention of the designers and with an implementation that works on characters you loose the genius encoding style of UTF-8. Of course some operation are more difficult, but this is left for good reasons to the application programmer.
