I'm not sure about the near term, but I think for the medium term, GTK may be the best option for the following reasons. From what I read (and posted here somewhere) months ago, the next major version of GTK is supposed to be developed with the aim of providing much easier/better porting/support for the Windows and Mac platforms. IIRC, some version of it was supposed to be available by the end of this year. (Haven't seen any more recent news; maybe the recently announced Mono effort will cause delays by diverting resources.) Also, IIRC, Sun is making GTK (GNOME) their new GUI/Desktop standard, and I think HP may have been making similar plans. AFAIK, the major Linux distros include GTK. (And FWIW, it looks like Perl/GTK has risen from the dead and seems to be making a strong comeback and is accumulating some nice documentation.) In considering such issues, I am always looking towards what the forthcoming great flood of new Ruby users will find (on the average) most convenient and most familiar and easiest to sell to their coworkers or managers, relative to the most feasible options that we presently have available.
