Shorter:

  s.unpack("v*").pack("U*") #=> "WM/TrackNumber\000"

Or to keep trailing odd byte, 

  (s+"\0").unpack("v*").pack("U*") #=> "WM/TrackNumber\000\003"

Note this isn't aware of surrogate pairs.
