Another possible reason to go to GTK might be to use Glade, which is a nice 
GUI generator tool. There's information on Ruby/LibGlade  at
http://home.pacifier.com/~edmunds/ruby_files/

I'm sure that there is nothing intrinsically keeping Win32 Gtk from working.
