Subject: zlib not found no matter what I do

I have read all the posts and google output on zlib which rubygem 
install (and any require) cannot find.

I have rerun ext/zlib
rs6000:/huge/ruby-1.8.4/ext/zlib>ruby extconf.rb
checking for deflateReset() in -lz... yes
checking for zlib.h... yes
checking for kind of operating system... Unix
creating Makefile

and make

rs6000:/huge/ruby-1.8.4/ext/zlib>make
        cc -g  -I. -I/usr/local/lib/ruby/1.8/powerpc-aix4.3.3.0

Target "all" is up to date.

to no avail.  Could someone please help me?
