FasterCSV handles StringIO objects just fine:

 >> require "stringio"
=> true
 >> require "fastercsv"
=> true
 >> data = StringIO.new(%Q{1,2,"3,4",5})
=> #<StringIO:0x6ce300>
 >> FasterCSV.parse(data)
=> [["1", "2", "3,4", "5"]]
