to msys /usr/local means /c/usr/local whic means c:\usr\local.  however, if
one tries this

   ./configure --prefix=c:\usr\local

the configure will explode in many, like the gsl, packages.  i don't know how
it implements the 'virtual' /usr/local - but it does.

it acutally seems to work fine - though i've not used it in anger.
