I'm sure the proposal is well appreciated, but would be better accepted if it came with a patch. The ruby core team accepts patches, and I'm sure would be more than willing to accept patches that pass tests and improve speed. So by all means, get the ball rolling, be the first to contribute "some small meaningful thing", it certainly help= s gain momentum. And it certainly doesn't push the problem onto some magical "every ruby user".
