Subject: pcap library install on windows without c compiler

Hi
  I need to find a gem or simple installer for the pcap library for 
windows.   I have found one but it is written in c and requires 
make...make install....   I don't have access to a c compiler.  Also I 
am firewalled and proxied so I can only download via http/ftp no console 
web access.  Or could someone tell me which files to copy and where to 
put them.
