1) Use Class#inherited

class Parent
   @@children = []
   def self.children
     @@children
   end

   def self.inherited(child)
     @@children << child
   end
end

class Child < Parent
end

class Child2 < Parent
end

Parent.children # => [Child, Child2]
# initialize each plugin ...
