Subject: cannot connect to server in OS X

i've just finished installing ruby, ruby gems, rails, blah, blah, blah, 
as explained here: 
http://hivelogic.com/articles/2005/12/01/ruby_rails_lighttpd_mysql_tiger

throughout the installation, everything seemed fine but when i try to 
access http://localhost:3000/ i get a connection refused page.

what have i done wrong? :(
