Subject: [ruby-talk:18724] Problem installing IOWA

I've  downloaded the IOWA package, and have tried to install it 
according to the README file by running 'ruby install.rb'

However, this creates directories like "$(sitedir)" and "$(ruby_version)".
This happens on both Windows (cygwin) and Linux. I have Ruby 1.6.4.

I looked into both rbconfig.rb files (win & linux), and they appear fine.  
Is there something else I need to do?
