When you say "the gem install" do you mean the "rmagick" gem or the 
"rmagick-win32" gem? The rmagick gem is for Cygwin, the rmagick-win32 
gem for native MS Windows.

Can you use the ImageMagick commands like 'convert' and 'identify'? Try:

identify myjpg.jpg
convert myjpg.jpg mygif.gif

Did the RMagick examples run correctly when you installed RMagick?
