Mandrake 8 comes with ruby and the gtk module as RPMs, so you might have to build & install the Tk module yourself. I didn't see a ruby-tk in http://ftp.sunet.se/pub/Linux/distributions/mandrake-devel/contrib/SRPMS/ which is where I usually look for mandrake add-ons.
