 Sometimes regexp are not really adapted, try something like

   while l = DATA.gets
      l.chomp!
      if /^(?>[^;"]*(?:".*?")?)+/ =~ l
         puts $&
      end
   end

 the regexp is more complex if you can have \" in a string, or if you can
 have string between ''
