Well, XML-RPC or SOAP depend on some other libraries, such as NQXML or XMLParser, application.rb and some else when using futher features. Therefor to be useful, at least NQXML must be included, too. And note that currently XML-RPC and SOAP are frequently changed. Far more interesting would be an add-on pack, one for XML-related tasks, another for WWW etc.. and one containing all the other packs.
