Here's a thought ... why not just say that freeze is the only way things
are made immutable?  Then, could we not have code like ...

   MAX_SIZE = 100.freeze

to define that MAX_SIZE is a constant?  If someone wants to have a lower
case constant name for some reason (eg their departmental coding
standard, bizarre  though it might seem, prescribes this) then ...

   max_size = 100.freeze

Then, we're making it very explicit that this is a constant value and
we can remove the uppercase implied const-ness from the language
altogether.

Just a thought.
