I don't know what you exactly mean with working group, but I
am not aware of any active Oracle-related homepage for Ruby.

There is the Oracle 7 Module for Ruby (works well with Oracle 8) 
by Yoshida Masato.

For database independent APIs, see either Ruby/DBI (www.ruby-projects.org/dbi)
or Ruby/ODBC.
