Comments are probably more useful as lexical, not syntactic
elements. If they are syntax (as I understand they are in your
proposal), then they can only exist in the source where the syntax
would allow. If they are lexical, then they can appear anywhere:

  calculate(/*price= */ a, /*quantity =*/ b)

(OK, I know that using meaningful names would remove the need
above. It's just supposed to be an example.)
