(My memory is poor, so) I don't remember pros and cons about splitting 
versioning from packaging. Browsing through the archives I found LOTS of 
discussions about a todo list for gems, support for other packaging 
systems, even Nazis, and what not.

One argument against splitting I do remember is that we could have

   Ruby + Gems(versioning and packaging)

sooner than

   Ruby + Other(versioning) + Gems(packaging)

but this shouldn't be enough to stop further discussions.

I don't know much about those topics, so I'll shut up now.
