Are you sure? In the article "Locking architecture", MSDN says:

  Locks can be acquired on rows, pages, keys, ranges of keys, indexes,
tables, or databases.

What exactly is the locking problem you're having? I'm interested because
we're using SQL Server 2000 to provide a work queue and we haven't had
any problems of the kind you're talking about.
