There is no legal way in which you could enforce such a license.

Open source licenses work by explicitely giving up copyright
restrictions under certain conditions. Unless they're redistributing
your work, however, they aren't covered by your copyright rights, and as
such theres no way in which you can hold them to your restrictions.
