Subject: 1.8.4 preview1 win32 error

I've downloaded the binary release from garbagecollect.jp and now irb
and ri won't work. here's the error message when I type 'irb':

C:\ruby\bin\ruby: no such file to load -- ubygems (LoadError)

same error message when I try 'ri Array'

typing 'ruby -v' gives this:

ruby 1.8.4 (2005-10-29) [i386-mswin32]

any ideas anyone?
